Boiler jackets and pipe runs
For a full heating change-out, every wrapped pipe and fitting in the work area comes off before the plumber cuts anything. We enclose the basement run, keep the wrap wet and bag it in sections.
Typical cost in Portland
Old boilers, steam and hot-water pipes, and some ducts can be wrapped in white insulation that may contain asbestos. We remove that wrap from basements and crawlspaces when a test comes back positive, or when you choose to treat it as asbestos. Heating contractors can then take out or replace the system.
Because DEQ classes pipe insulation as friable, a licensed abatement firm has to do the work, inside an enclosure held under negative pressure. Basements in Portland, Milwaukie and Gladstone are all part of our area.

Older forced-air systems can have white tape or wrap at the seams and boots. That wrap is sampled on its own, since a lab result for the pipe insulation says nothing about the duct tape.
A short pipe section can sometimes be removed inside one glove bag, which DEQ allows in place of a full enclosure. We tell you up front whether your job fits.
Say a plumber has to cut out a short piece of wrapped pipe to fix a leak. Under 3 linear feet, done as part of the repair with safe methods, that can be exempt. Clearing wrap just to tidy the basement doesn’t qualify, and neither does splitting one job into several.
Basements are tight, and the heating system sets the schedule.
If the boiler still runs the house, tell us which rooms need heat and for how long. We plan the cut-off with your heating contractor.
Clear storage away from the pipe runs and the stairs. A wider path lets us set up the enclosure and carry bags out without crossing living space.
Bare pipes can be reinsulated with new material once the area is cleared. Ask your heating contractor what they want left in place.
